Between 1976 and 1988, the National Conference of State Legislatures (NCSL), with funding from the United States Department of Education's Office of Educational Research and Improvement, has administered a program that supported 69 legislative research studies in educational policy. Program grants, known as "cost-sharing awards," were matched with state funding and were intended to generate new knowledge on educational topics of interest to state legislatures. This final report describes the cost-sharing awards program, examines its outcomes, discusses its strengths and weaknesses, and makes recommendations regarding the future of such programs. To obtain a grant award, states had to go through a competitive application process with strict eligibility, selection, supervision, and reporting requirements. A questionnaire sent to the 69 project directors near the end of the project solicited respondents' feedback regarding program intentions, outcomes, benefits, and improvements. The program allowed states to enhance their legislative studies by involving experts, conducting more indepth research, and leveraging additional funds for research. Top choices for future study areas included educational finance and equity, education reform, and higher education finance and organization. Program strengths and weaknesses are summarized, along with individual state outcomes and recommendations for making future programs even more worthwhile and cost-effective. Appendices contain a categorized list of studies, the evaluation questionnaire, and the program evaluation analysis. (MLH)
