Summary

This report outlines the Commonwealth of Massachusetts' plan to address the educational needs of homeless children and youth, as required by the Stewart B. McKinney Homeless Assistance Act. The major purpose of the plan is to guide local education agencies and supply them with resources as they attempt to meet the educational needs of homeless children, to clarify the Massachusetts Department of Education's policies regarding the education of homeless students, and to describe future goals and strategies. The plan's major sections address the following issues: (1) students' district of attendance and general educational services; (2) transportation to and from school; (3) transfer of school records; (4) tutorial services; (5) services for homeless children who find permanent housing during the school year; (6) inservice training for school personnel; (7) interagency cooperation; (8) resolution of disputes and assurance of compliance; (9) dissemination of information; (10) annual data collection; and (11) a Homeless Advisory Committee. Each of the sections consists of the following components: (1) title and brief description of the issue; (2) McKinney Act regulations pertaining to the issue; (3) existing Massachusetts statutes and regulations pertaining to the issue; (4) Massachusetts Department of Education's policy pertaining to the issue; (5) goals and objectives to address the issue; and (6) proposed activities/timetables. Appendices provide the following: (1) a list of Homeless Advisory Committee members; (2) memos from Commissioner of Education, October 1988, January 1989; (3) list of Regional Education Center homeless liaisons and breakdown of regions; and (4) 18-month timeline of proposed activities.
