This study was undertaken to identify facilitators barriers to effective linkages of secondary education and other training programs with registered apprenticeship programs. Analysis was conducted through case studies and surveys of programs that were identified nationally. U.S. apprenticeship programs had the following weaknesses: variable quality of training offered, inadequacies in administration of apprenticeship, inadequate numbers of skilled workers trained, lack of cost-effectiveness, inadequate financing, limited access, and unclear roles and relationships to other training. Barriers to linkages of apprenticeship programs to secondary school programs included the following: budgeting problems for business; organizational problems; company operating procedures; legal semantics and interpersonal problems among vocational education, local and state governments, and the firm or business; program preparation and implementation inertia; program length; selection of apprentices; and quality of instruction. Facilitators to linkages included the following: a common basis for exchange, such as an occupational craft committee; mutual benefits for both the school and the business or industry; mutual awareness of program goals and expectations; mutual respect, confidence, and trust of all parties concerned; access to facilities, students, instructors, and funding; planned and structured communication throughout the program; and key people on both sides dedicated to the program's success.
