Enrollments in California's community colleges are expected to increase by 500,000 students by the year 2005 with the student body demographics expected to shift towards higher percentages of minorities and women. To address this issue, the Chancellor's Office staff are examining enrollment projections under varying assumptions about future conditions and running computer simulations to estimate capital outlay needs for the system. This report introduces the Board of Governors of the California Community Colleges' growth plan, developed in response to the board's Basic Agenda calling for plans to accommodate projected enrollment growth as well as three other mandates requiring long-range planning for community colleges. The report presents student population estimates based on current student to population ratios, capital outlay planning based on annual 5-year plans developed by each district, and capital requirement projections modeled using current microcomputer spreadsheet technology. The report states that preliminary computer simulations show the need for 24 new community college campuses to be built by the year 2005 with the expansion and improvement of existing facilities, and that total expenditure needs of the California Community College system will total nearly $3 billion, or roughly $200 million per year for each year between 1990 and 2005.
