This report addresses the use of computer-based telecommunications services to meet educational needs at home, focusing on services for students in grade 7 through college, including adult education. The curriculum areas on which the report concentrates are mathematics, science, technology, engineering, and career education. The report is divided into 10 sections: (1) An Overview of Telecommunication Functions that Support Educational Purposes; (2) An Overview of Service Providers; (3) Data Highway: The Internet; (4) General Purpose, Commercial Networks that Provide Educational Services; (5) Regional and Statewide Networks; (6) Library Access Networks; (7) Special Purpose Networks; (8) Bulletin Board Systems; (9) Telephone Homework Hotlines: A Model for Computer Network-Based Tutoring Services; and (10) Conclusions. The appendix contains a contact list of project consultants, online services, and homework hotline services; an annotated list of 13 additional online projects and services; and a list of additional resources, including publications and organizations, related to educational applications of telecommunications.
