This document describes a comprehensive service delivery model for drug-exposed infants and their families, provides a compendium of programs and funding sources that target the needs of these families, and delineates areas in need of financial support and further exploration. Development of the model required a literature review, interviews, and networking to: (1) create a service delivery consensus document that provides an appropriate continuum-of-care of comprehensive medical, social, and support services for at-risk or drug-exposed infants and their families; (2) develop the compendium of funding sources and programs; and (3) develop policy recommendations and options for future directions. Descriptions of several federal government agencies and programs are provided, including the Substance Abuse and Mental Health Services Administration, the National Institute on Drug Abuse, and the Administration for Children and Families. Appendixes, comprising about half the report, discuss legal aspects of maternal drug abuse, treatment criteria, core services of residential rehabilitation programs, model projects, and program evaluation. A copy of the compendium of funding sources is also provided in an appendix; it lists funding programs of the General Services Administration; U.S. Departments of Agriculture, Education, Health and Human Services, Housing and Urban Development, and Justice; and private sources.
