This report examined state tuition prepayment programs (STPPs) in Alabama, Alaska, Florida, Michigan, Ohio, Pennsylvania, and Wyoming, focusing on how the programs operate and the participation rates they have achieved. It also assessed the income level of program participants, options for increasing the participation of lower-income families, and key issues surrounding STPPs. The report found that while the seven programs studied all operated similarly, they also had many unique features that distinguished them from one another. Existing programs have also achieved varying overall participation rates. Most participants in STPPs come from middle- and upper-income families, largely due to the lack of discretionary income among low-income families. Key issues surrounding such programs include: (1) the applicability of federal tax provisions; (2) the potential effect STPPs have on students' educational choices; (3) their appeal to mostly middle- and upper-income families; (4) their value as an investment for purchasers; and (5) the degree of risk they pose for states. Four appendixes provide an overview of program features, additional problems that states may encounter in establishing and operating STPPs, federal taxation issues related to STPPs, and General Accounting Office contacts and staff acknowledgements.
