This report provides a detailed examination of the various federal programs for children and families and outlines ways in which the United States Congress and Executive Branch could make these programs work better. Intricate and often overlapping goals and actions are typical of the Congressional committees and Executive Branch departments that create and administer programs for families and children. These include 76 programs with individual fiscal 1993 funding levels of greater than $100 million. Responsibility for these programs is spread among 19 Congressional committees, 33 Congressional subcommittees, 10 Executive Branch departments, the Office of Personnel Management, and 25 assistant-secretary-level agencies within departments. Calling for specific changes within Congress and the Executive Branch, the report calls for the creation of cabinet-level family council, to facilitate increased efficiency and effectiveness. Six appendixes provided information on state efforts to coordinate programs for children and families, as well as information on the relationships among Congressional and Executive Branch programs and responsibilities in regard to children and families.
