This report contains the first release of information from the 1995 National Household Education Survey (NHES) on the care and educational experiences of young children who have not yet entered kindergarten. Describing infants', toddlers', and preschoolers' participation in a variety of early care and education settings, the document includes both home- and center-based arrangements. The survey found that of children under age 6, 31 percent participated in center-based programs, 21 percent participated in home-based relative care, and that 18 percent participated in home-based nonrelative care. Survey results also indicate that children's participation in center-based programs increased with household income and mother's education, and that more children received nonparental care and education on a regular basis as they grew older. Children who are very young, who are members of racial or ethnic minority groups, who are in lower income households, or who have mothers who did not graduate from college were more likely to be cared for by relatives, while their counterparts were more likely to be cared for by nonrelatives.
