This guide is designed to assist family organizations and advocates of children with mental, emotional, or behavior disorders in asking the right questions at the right time during the development of their state's publicly funded managed behavioral health care plans. The first section provides an overview of managed care, including information on how managed care plans operate and how managed care works in the public sector. The second section of the guide provides strategies for family advocates. Specific recommendations are listed under three strategies: 1) be at the table; 2) use materials wisely; and 3) raise critical issues. A detailed glossary of terms used in managed care is provided. A list of relevant reading materials is also included. An appendix provides handouts that can be copied, including an explanation of why special attention needs to be given to designing the system to meet the needs of children and youth, a statement of principles of care for children with serious emotional disturbance, and a statement of principles of family involvement in the development and operation of managed health and mental health care systems.
