This final report describes the accomplishments of a 2-year study designed to adapt and standardize the Eighth Edition of the Stanford Achievement Test (SAT-8) with a national, randomly drawn sample of 6,932 students (ages 7-20) with deafness and partial hearing. The project also assessed changes in achievement levels of students with deafness and partial hearing over the last 15 years, through analyses and comparisons of the 1974, 1983, and 1990 Stanford norming databases. The accomplishments of the project are described, including the preparation of materials and selection of the norming sample; the test administration, scoring, and reporting; the development of norms; and the analysis and dissemination of the project's data. Appendices--making up over 90% of the report--include the screening test materials; the draft of the technical manual; the SAT-8 supplemental administration manual; score interpretation materials; the hearing impaired norms booklet; and drafts of works in progress (including demographic and school program correlates of SAT-8 results with students with deafness and partial hearing, demographic and achievement changes from 1974 to 1990, and an item analysis of the SAT-8 with students with deafness and partial hearing.)
