This guide proposes a model comprehensive student development program that complements Florida schools of tomorrow as envisioned in "Blueprint 2000." The proposed program shows how school guidance and counseling plays an integral role in facilitating the development of the knowledge, competencies, skills, and personal habits that will enable each student to become a productive citizen. The model emphasizes the following: collaboration among school and business, a prevention orientation, an outcome-oriented student development curriculum, an accountability system, and articulation with business and community. Seven program goals, with performance indicators, define the fundamental objectives of the student development program. A student development curriculum, integrated into the traditional curriculum, is introduced with measurable student outcomes in academic achievement, career development, personal and social development, and community involvement. The proposal demonstrates how each of the goals of the student development curriculum relates to and enhances the attainment of the 10 student performance standards in Goal 3 of "Blueprint 2000." A description of program management is provided, along with potential student and program interventions and a five-step process for program development. Appendixes include representative program objectives and indicators and performance indicators for each of the student outcomes, and a bibliography listing 93 references related to "Blueprint 2000" goals.
