Summary

This document reports on the design, purpose, and outcomes of a 1998 policy forum which reviewed the evolution of the continuum of special education services, identified critical issues related to the continuum, and recommended new directions for the continuum. The forum recommended a new vision for a continuum designed to provide comprehensive, multifaceted, holistic, and integrated strategies, options, and supports for students with disabilities. The first section describes the background and organization of the policy forum. A review of the process and outcomes summarizes the following: introductory comments; the presentation by Bob Silverstein; initial perspectives regarding the new image of the continuum; development of a comprehensive, multifaceted, integrated continuum; a presentation by Howard Adelman; parameters of a new continuum; graphic representations; barriers to implementation; policy considerations; practice implications; research implications; and other implications and considerations. Appended are a participant list, the forum agenda, the background paper prepared for the forum, "The Continuum of Educational Options: Past, Present, Future" (Judy Schrag), additional brief papers by Howard Adelman, the initial output of the forum small group work, and a copy of the graphic representations developed to illustrate the new visions for the continuum.
