The report evaluates the sixth year of an Illinois Chapter One Special Alternative Instructional Program for limited-English-proficient (LEP) students entering grades 4-6, designed to develop students' English language skills and academic skills in mathematics and science, increase professional development opportunities and instructional repertoires of teachers of LEP students, and enhance parent participation and literacy skills. The project was successful in meeting its major goal of serving the target population's needs; literacy, math, science, and computer skills all increased, and teacher and parent objectives were met. The report describes the program's design and funding, teacher development activities, parent activities, development of materials for parents to use with students, program administration, and presents the evaluation's findings. Nine specific recommendations are made for future program improvement and development. (MSE)
