This publication is comprised of the two 1999 issues of "News and Issues," a newsletter devoted to identifying and promoting strategies to reduce the young child poverty rate, and to improve the life chances of children still living in poverty. The Winter/Spring issue includes the following articles: (1) "Innovative Strategies Help Families Cope with Welfare Changes"; (2) "Programs Spotlight 'Kith and Kin' Child Caregivers, Move beyond Misconceptions"; and (3) "Putting Poor Children before Politics." The Summer issue includes the following articles: (1) "States Lag in Promoting Responsible Dads as Social Norm"; (2) "High School Diploma, Working Parents, Little Protection against Young Child Poverty"; (3) "Investing the Surplus: An Opportunity To Reduce Child Poverty"; (4) "Demand for Child Care Vouchers Grows as Welfare Caseloads Decline"; (5) "NCCP's First Symposium on Public Policy Challenges U.S. To Fight Child Poverty, Marks Center's 10th Year"; and (6) "New Advisors Bring Diverse Expertise to NCCP." Regular features in each issue include current activities of the National Center for Children in Poverty, information on recent publications recommended for program administrators and policy makers, and information on publications available from the National Center for Children in Poverty.
