In the United States, three levels of government (federal, state, and local) influence the nature, structure, and delivery of career guidance and counseling. Career guidance and programs are available to individuals of all ages and circumstances. Due to the different sets of guidelines at the different levels of government, the diffuse nature of career development services in the United States causes there to be no one policy on career development services. Policy is often a result of compromise between various forces committed to affecting specific outcomes. Several policy issues arise at the education level since policies are produced at the federal level and states are responsible for education. There are essentially no policies requiring career guidance in the workplace, although recent legislative acts (e.g., Americans for Disabilities Act) were created to ensure equality in the workplace. Three key issues for the future are depoliticization, life-cycle approach to policy and career service provision, and more comprehensive coordination and integration of services across settings and governmental levels. Several actions are identified for the future, including examination of policies at the three levels of government, and development of models tailored to life-cycle approaches that include use of integrated services.
