The factors responsible for the atypical success experienced by some English further education (FE) colleges were examined through case studies of eight FE colleges that have managed to extend their high-quality vocational education and training (VET) provision in recent years. The 8 colleges were selected from only 56 identified as having significant provision at level 3 in most VET areas. Data were collected from official enrollment, retention, and achievement statistics; a literature review; and site visits. Successful delivery of high-quality specialist VET provision was found to depend on a combination of the following factors: focused mission and strategy; first-rate teaching by expert staff; relevant and coherent content; sustained relationships with employers; and appropriate equipment and accommodation. The following were among key development and delivery issues identified: (1) different types of specialties likely require different delivery models; (2) consideration should be given to a network approach based on linking partner colleges with lead or "teaching" colleges; (3) centers of excellence should have a research and development focus and should quickly establish credibility among employers; and (4) learners from all backgrounds must be nurtured and encouraged to strive for excellence.
