This staff development kit is the second in a series designed that provides school-based staff development activities. The first kit contains materials, activities, and suggestions to help faculty with early efforts to implement the middle school concept. This kit provides various tools and techniques to improve the quality of teachers' questioning and discussion techniques, thereby improving student learning. The kit includes six components: (1) building a readiness (four articles encouraging teachers to reflect on existing practices, presenting positive classroom experiences, and serving as background reading); (2) discussion (four activities providing proven tools and techniques for use in the classroom to stimulate effective discussion); (3) questioning (four activities to improve students' critical thinking through applying the art and science of questioning); (4) audience participation reports (six types of reports that ensure audience participation with students taking the lead); (5) reflecting on lessons learned (helping teachers assess how they perceived the kit's content by reflecting on personal experiences with activities using prompts given on the form); and (6) posttest (an instrument that requires teachers to apply their knowledge of the kit's contents using Bloom's Taxonomy as a format for responses). Resources for school-based staff development are included. (SM)
