The Youth Offender Demonstration Project (YODP) combined oversight of youth offenders with services to support youth offenders' passage into the word of work by providing recommended social development strategies for youth offenders. YODP demonstration projects were funded in the following categories: (1) model community projects; (2) education and training for youth offenders initiatives; and (3) community-wide coordination projects. The YODP technical assistance effort consisted of seven specific tasks designed to identify barriers to project implementation, recommend options for working through the identified barriers, and arrange for expert, situation-tailored assistance to address barriers. The technical assistance and evaluation teams identified the following attributes of projects successfully implementing the coordinated spectrum of services to the target population: (1) created a well-conceived plan; (2) had previous experience with the juvenile and criminal justice system; (3) collected and maintained data; (4) developed a community support network; (5) maintained strong grantee involvement; (6) connected the workforce and justice systems effectively; (7) leveraged resources through collaboration and partnership; (8) developed a continuous improvement process; and (9) shared leadership and information. The technical assistance team also gleaned 12 lessons pertaining to the following areas: the philosophy of technical assistance; sequencing of issues in technical assistance; the structure of projects; and relationships.
