This paper reports on a seminar that provided education policymakers a blueprint for improving social policy. Seminar participants included congressional staff, officials from federal agencies, foundation program officers, representatives of associations and advocacy groups, and state and local policymakers. The sessions opened with an outline of seven broad strategies that will sustain successes: combine replication with flexibility, create a new balance between regulation and accountability, make use of outside intermediaries, establish new partnerships between formal systems and community-based organizations, take a longer view of change, combine things that work to target defined neighborhoods, and build an evolving knowledge base about what works. A detailed program on how these strategies can be implemented in the world of policies, programs, and politics is then provided, and it features a "tool box" of ideas that will help educators translate inspiring ideas into programs. This is followed by another section in which participants were taught how to use the strategies and tools to design effective early childhood programs and policies. Topics include a focus on which strategies are most important for early childhood and what the federal government should do to implement these strategies. (RJM)
