During the sessions ... the President advised he has received ... letter from Mr Edward Spicer of Victora Terrace ... to make some provision in the way of homes: first for ministers' widows and second, for supernumerary ministers who may be in straitened circumstances. ... . The Spicer Cottages Trust ... has provided accommodation to ministers' widows and ministers in 'straitened circumstances' since 1897 and still continues this ministry in 2010"--Leaf 2.
