Summary

Three case studies of non-governmental organisations are presented to illustrate the ways they are using a community-based development planning model in response to the devolution of responsibility for Aboriginal affairs from government down to the regional and community levels; the cases demonstrate the combining of community planning with planning training and the emergence of planning organisations which are Aboriginal staffed, managed and controlled; empowerment of Aboriginal communities.
