"For well over a century, colonial Sydney feared invasion from imperial Britain's enemies seeking a strategic Pacific foothold, or attack by privateers intent on holding the gold-rich town to ransom. Reports from abroad and rumours convinced many that an attacking force was on its way. Such scares were frequent. While Britain was fondly regarded as 'home' it was also criticised for putting the colony at risk because of the Empire's aggressive imperial involvements. Wtih good reason, the colonists saw themselves as potentially collateral victims of imperial states' ambitions. Foreign spies reported back from Sydney on the vulnerable state of Port Jackson. Although it was not known in Sydney at the time, Napolean had ordered a fleet to attack the colony. Time and again fears brought on a flurry of defence works until more guns bristled from forts on harbour headlands. But with each new scare, the defences were found to be hopelessly inadequate at best. For more than a hundred years, a frequent claim in Sydney was 'We are at threat and completely defenceless'.
