Herbert (but known universally as "Joe") Burton studied at the University of Queensland. He won a Rhodes Scholarship in 1922 and studied at Oxford University. He was Professor of Economic History at the Canberra University College, which later in 1960 became the School of General Studies at the Australian National University. After retirement in 1965 he was Secretary if Social Science Research Council of Australia and supervised its transformation into the Academy of Social Sciences in Australia. He served on or chaired a number of committees including the Design and Siting Review Committee for Canberra, the Committee which recommended the establishment of the Canberra College of Advanced Education. He was presented the insignia of the Commander of the Order of the British Empire for his services to Australian Tertiary Education.
