- Inscriptions: "29/7/74/8" -- On reverse; "Administrative changes for Australian Aboriginal advisory body. The Australian Minister for Aboriginal Affairs, Senator James L. Cavanagh and eight delegates from the National Aboriginal Consultative Committee agreed on a series of changes in the constitution of the committee at a two-day conference in Sydney on July 2-3, 1974. At a media conference following the conference, Senator Cavanagh said the proposed changes would make the NACC a far more representative body. Under the new constitution the NACC would be known as the National Aboriginal Congress. The proposed constitution must now be ratified by a full meeting of the NACC and approved by Cabinet. The NACC was set up by the Australian Government in December 1973 to act as an advisory body to the Government on matters relating to the wishes, aspirations and welfare of the Aboriginal people." -- On reverse; "Senator Cavanagh explains the proposed changes to journalists at the media conference." -- On reverse.
