This paper reviews the National Quality Agenda - a framework of regulations and standards established in Australia in 2009 to improve child care. It argues that the benefits are greatly overstated and do not represent value relative to the myriad costs imposed upon governments, families, and wider society. Sections include: the foundations of the modern childcare system; the statistical context of childcare; the nature of childcare policy and regulation; New South Wales and the National Quality Framework; costs and benefits: what the official reports tell us; the rationale behind early childhood programs; the evidence for critical and sensitive periods; a Canadian example of universal childcare: the Quebec Family Policy; the durability of childcare effects; defining childcare quality; analysing the evidence for the National Quality Agenda reforms; and the likelihood of the National Quality Agenda achieving its aims.
