Summary

This paper presents research to support Citizens Juries an alternative to the traditional operations of the present Australian criminal justice system. In particular, it focuses on the incarceration of Aboriginal Australians and the how Citizens Juries may overcome the negative impacts of government policy developed by a reliance of public opinion. Research aims and methodology are outlined.
