Over a period of eighteen months leading up to early 1995 the Queensland AIDS Council (QuAC) developed a safe-sex campaign that targeted gay and bisexual men. It featured a cartoon character, Bubble Boy, intended to appear on posters in gay venues and on a series of swap cards. One side of the cards would have a photo of specific sexual practices such as fucking, frottage, oral sex, etc., while on the reverse would be information on how these activities could be performed safely and enjoyably. The cards were to be placed in condom packs and distributed in gay venues, the idea being that men would swap them amongst each other to get a full set. A total of 24,000 cards were printed (1,500 sets of the 16 cards), but after a concerted campaign by the media (particularly the Courier Mail) and the Opposition Health spokesperson, Mike Horan, the then Queensland Health Minister, Jim Elder, referred the cards to Queensland's chief censor. Distribution of the cards was halted after they were classified as a Category 1 Restricted Publication by the Queensland Publications Classification Officer (PCO), David Cannavan, making their sale, public display, and distribution illegal in Queensland. Cannavan said the reasons for his decision were, that in his opinion, some of the images would cause offence to a reasonable adult person and were unsuitable for perusal by a minor. This decision led QuAC to consider appealing the ban or applying for an educational exemption under Section of 37 of the Queensland Classification of Publications Act 1991.
