This inquiry investigates the services provided to Aboriginal children and young people in state out-of-home care in Victoria, including Departmental compliance with protocols and agreements and facilitating children's cultural rights. It reviews 22 case studies and data for the 980 children reviewed in the Taskforce 1000 project. This report presents the findings and recommendations of the inquiry, which address child protection involvement and entry to out-of-home care, early years support, education, health and wellbeing, leaving care, youth justice, and cultural identity rights. Note, Taskforce 1000 was an 18-month project of the Department of Human Services and the Commission for Children and Young People, which featured a critical review of the case plans and circumstances of almost 1,000 Aboriginal children in out-of-home care in Victoria. Due to limitations in the Commission's legislative powers, they were unable to participate fully and access needed information, necessitating an inquiry.
