In 26 July 2016, the Australian Government established the Royal Commission and Board of Inquiry into the Protection and Detention of Children in the Northern Territory in response to widespread concerns over the treatment of children in child protection and youth detention facilities. The Royal Commission's findings and recommendations were tabled in Parliament on 17 November 2017. The inquiry found systemic and shocking failures and systems that fail to address the challenges faced by children and young people in care and detention and indeed fail to comply with basic human rights. Wide ranging reforms are recommended, including closing the current Don Dale Youth Detention Centre, raising the age of criminal responsibility to 12, only allowing children under 14 years to be detained for serious crimes, and a paradigm shift in youth justice to increase diversion and therapeutic approaches.
