This report evaluates the impact of an intervention in Victoria that aims to prevent youth homelessness by expanding young people's capabilities. The Education First Youth (EFY) Foyer model was developed by the Brotherhood of St Laurence and Hanover Welfare Services (now Launch Housing) and trialled at 3 sites in urban and regional Victoria between 2013 and 2017. The model expands upon the original concept of youth foyers for homeless young people by prioritising education as key to a sustainable livelihood. They are better understood as a form of supported student accommodation rather than a crisis housing response, and aim to create mainstream opportunities aligned with personal goals while at the same time developing the resources and skills needed to make the most of the opportunities. This report evaluates the impact of the service on participants 12-months after exit, at looks at outcomes including educational achievements, employment, housing, living skills, financial stress, health and wellbeing, social connections, and civic participation. 162 young people took part. The findings demonstrate the sustained, positive effects of youth foyers on many of the key outcomes among young people at risk of or experiencing homelessness. [Publisher summary]
