Active member of the Seamans' Union and in 1902 elected to the Legislative Assembly of Victoria as the Labor representative for East Bourke. He remained in the Assembly until his election in 1910 to the House of Representatives as the member for Bourke. In 1922 he became deputy leader of the Labor Party and was Minister for Health and Repatriation from 1929 to 1931.
