This report examines factors affecting digital inclusion of public school students in Australia, based on data from the Australian Bureau of Statistics (ABS) 2016 Census of Population and Housing. It documents student characteristics that tend to result in a lack of digital inclusion, and is intended to help identify the numbers and general locations of vulnerable students. It is intended to help inform policies to permanently address the digital inclusion gap that was highlighted by the need to urgently deploy remote learning solutions during the onset of the COVID-19 pandemic.
