"Cultures and cultural responsibilities are not included or considered in emergency management planning or recovery stages. This omission significantly affects Aboriginal communities’ wellbeing and trauma when cultural sites and areas are damaged or destroyed in an emergency. The distress Aboriginal communities experience when their custodial responsibilities for the land, water and culture are disrupted is immeasurable. Following recent sequential emergencies, it is evident that greater supports need to be available to Aboriginal communities as they consider and plan ways to protect culture in emergencies. Aboriginal Affairs NSW recently evaluated its role in emergencies to determine how it could play a more effective role into the future. With emergencies now an inevitable part of life – particularly with the increasing influence of climate change – Aboriginal Affairs NSW will move to work alongside communities and emergency services to better prepare and plan for our futures. Communities need to be supported to do more than just ‘survive’ emergencies; they need government to learn from our shared past and work differently." -- Foreword.
