This report was commissioned by the Royal Commission into Aboriginal Deaths in Custody. Its aim is to provide information which will advance the Commissioners' knowledge and understanding of Aboriginal alcohol use and related problems and provide options which will encourage informed debate. Terms of reference: to cover the following topics: (1) the nature and extent of alcohol use and misuse among Aboriginal people in Australia; (2) the natiure and extent of the health and social problems among Aboriginal people related to alcohol; (3) current knowledge of the etiology of the alcohol dependence syndrome, alcohol-related disabilities and problem drinking in individuals; (4) current expert opinion about the social dynamics, including etiology of alcohol misuse at the community level, with particular reference to Aboriginal communities; (5) current expert opinion about why some individuals and communities develop serious problems with alcohol, whereas others, with apparently similar backgrounds, do not; (6) current knowledge of why and in what manner certain individuals and communities change their use of alcohol and thereby change the level of alcohol-related problems; (7) an overview of the programs conducted throughout Australia by Commonwealth, State/ Territory and non-government organisations in the prevention and management of alcohol-related problems, with particular reference to the Aboriginal programs; (8) the relevance and effectiveness of legislative initiatives (eg. two kilometre laws) in combating alcohol abuse; (9) an assessment of the current effectiveness of those programs and likely future scenarios in the context of changing administrative and funding arrangements including the advent of ATSIC; (10) the nature and effectiveness of options for legislative changes in the context of the prevention and management of alcohol-related problems; (11) a discussion of the relationships between the misuse of alcohol, on the one hand, and incarceration and deaths in custody, on the other; and (12) an outline of relevant international experience, particularly regarding disadvantaged minority groups.
