The 1989 National Aboriginal Health Strategy was a landmark document in Aboriginal and Torres Strait Islander health policy. The principles and approaches underpinning the National Aboriginal Health Strategy are still vital today. This Consultation Draft is based on the 1989 strategy and the 1994 Evaluation of the National Aboriginal Health Strategy. It takes into account the recommendations of the 1991 Royal Commission into Aboriginal Deaths in Custody, the Bringing Them Home Report, submissions made to the House of Representatives Inquiry into Indigenous Health, and existing state, regional and local Aboriginal and Tomes Strait Islander health policies, strategies and plans.
Since 1989 there have been significant changes to the structures within which Aboriginal and Torres Strait Islander health policy and planning is addressed. In particular, partnerships have been developed between the Commonwealth, State, and Territory governments, the Aboriginal and Torres Strait Islander Commission (ATSIC), the Torres Strait Regional Authority (TSRA) and affiliates of the National Aboriginal Community Controlled Health Organisation (NACCHO). These partnerships identify the roles and responsibilities of each, common aims and approaches and allow for reporting against agreed national indicators of progress. It is appropriate that the National Aboriginal and Torres Strait Islander Health Strategy reflects these advances.
