The papers comprise mainly subject files and correspondence files dealing with Klugman's wide range of public interests and especially his concern for Aboriginal rights, migrant welfare, civil rights and health and welfare matters. There are files relating to his positions as Shadow Minister for Health and Veteran's Affairs and Shadow Minister for Science and Administrative Services, as well as files maintained while a member of various parliamentary committees including the Joint Select Committee on Electoral Reform. Other files relate to the Australian National University Council, and conferences and committees of the Australian Labor Party.

Dr Richard Klugman better known as Dick Klugman was a federal politician. Member for Prospect, N.S.W. (ALP) in the House of Representatives, 1969-1990. Shadow Minister for Health and Veteran's Affairs, 1977-1980, and Shadow Minister for Science and Administrative Services, 1980. Klugman also served on numerous parliamentary committtees.
