International agricultural markets are heavily distorted, with sugar being one of the worst affected. Policies pursued in a small number of countries impose substantial economic costs worldwide. The World Trade Organisation negotiations on agriculture provide an important opportunity to achieve sugar market reforms that will improve economic welfare of producers and consumers in a range of developed and developing economies. The more widespread and comprehensive the reforms, the greater the benefits. The opportunity presented by the forthcoming WTO round to deliver these benefits should not be missed.
