This paper first looks at the way funding structures have changed. It then looks in some detail at three factors which have been critical in fashioning these structures. These are (i) the growth in student numbers (ii) public expenditure constraints and (iii) views on the appropriate balance between public and private funding. Finally, the paper focuses on issues likely to affect financing higher education in the medium to long term.
