This report addresses the human rights dimensions of two issues. The first is Australia's policy of holding in detention most people who arrive without a visa pending a determination of their refugee status and admission to or removal from Australia. The second is the conditions, services and treatment for detainees at three of the four immigration detention centres, Port Hedland, Villawood and Perth, with a focus on Port Hedlnd where the majority of unauthorised arrivals, particularly boat arrivals are held.
