In April 1996 the Commonwealth Department of Health and Family Services sought proposals for a joint Commonwealth-State project to develop an accreditation framework for independent assessors in the Home and Community Care Program. The consultancy's objectives were: determine appropriate levels at which clients can be identified as needing an independent, holistic assessment; develop a set of criteria to describe the skills and /or requirements for independent assessors; provide documentation for an accredition process for assessor; and develop a strategy for implementation of the accreditation process.
