Dicey, Sir Gerald Strickland, Sir Thomas Carmichael, Sir William MacGregor and Sir Arthur Stanley, which deal with constitutional disputes, the role of the Governor in the Dominions, inter-State relations, imperial defence, the Statute of Westminster, and the research and writings of other legal and constitutional historians.

Professor of Sanskrit at Edinburgh University, and an authority on the constitutional law of the Dominions. He was a senior officer in the Colonial Office from 1901 to 1914 and thereafter maintained his great interest in politics and legal developments in Australia and the other Dominions.
