DEET has rotinely measure the effectiveness of labor market program assistance in two ways. Firstly, through the Post Program Monitoring (PPM) survey and secondly through evaluation studies. The PPM survey collects data on outcomes 3 months after participants have left program assistance. The survey, which includes a census of former training program participants and a 50% sample of JobStart participants, provides a continuous index of the proportions of clients who are in unsubsidised employment or non-DEET education and training places. The data gathered give a highly reliable indication of program outcomes levels. They are used to monitor the impact of both varying labour market conditions and changes to program delivery arrangements. The 6 month PPM was carried out between February and June 1995. The survey included a sample of some 50 000 former labour market program participants who left their placements between mid-August and mid-November 1994 and covered all of DEET's major labour market programs. Outcomes as measured in the 6 month survey generally relate to clients who commenced program assistance before the implementation of Working Nation initiatives in June 1994.ublic office
