Development of this Plan, entitled Access and Equity Plan 1999-2001, Implementing the Charter of Public Service in a Culturally Diverse Society, has taken into account the findings of an evaluation in 1995 of the second Plan (which covered the years 1991-94). The main findings of that evaluation were that: (a) the Department had been diligent in incorporating access and equity into service delivery areas; and (b) access and equity is increasingly visible in corporate reports. The evaluation found, however, that the second Plan lacked focus and there remained areas of the Department's operations where more work was needed from an access and equity perspective. It identified three priority areas to ensure that the Department better addressed the diversity of its clients: (a) embedding access and equity in planning, evaluation, reporting and review; (b) improving the collection and utilisation of data; and (c) improving the targeting and provision of information to clients. These have been taken up in the development of this Plan, as well as by the Managing Diversity plan. Issues such as these have also been considered in developing the Department's Client Service Charter. Similarly, access and equity issues have been built into DIMAs Workplace Diversity Program. While there have been initiatives, such as those mentioned above, to address the shortcomings identified in the 1995 evaluation, this Plan is intended to enable this Department to implement the Charter of Public Service in a Culturally Diverse Society in practical ways. The Plan is structured around the Charter. A copy of the Charter is attached to this Plan as an appendix. The intention of the Charter is to embed cultural diversity principles into the strategic planning, policy development, budgeting and reporting processes of government service delivery. The seven basic principles are: access, equity, communication, responsiveness, effectiveness, efficiency, and accountability. The first four principles are about removing barriers which people from diverse linguistic and cultural backgrounds face in getting government services, to ensure that they are treated fairly, are given clear information about their entitlements and obligations and are assisted in ways which, meet their particular needs. The remaining three principles are about ensuring that service providers get results for people, assist them in a timely way and report to Parliament on the outcomes they achieve for clients. bill -- Security.Diseases of skin
