The Working Group considers that: (1) Governments should continue to promote cost effective energy efficiency measures on the basis of overall economic efficiency as well as reducing, where appropriate, the environmental impacts of petroleum usage -- (2) There is potential in all petroleum using sectors for savings, particularly in the transport sector. Governments should continue to identify and remove any impediments to the market uptake of these measures -- (3) Commonwealth, State and Territory Governments should ensure that relevant energy policies continue to foster an efficient and competitive petroleum exploration and development industry -- (4) While LPG and natural gas are already replacing petroleum derived transport fuels in specific applications, the Working Group considers that other alternative fuels in general are unlikely to play a role in replacing petroleum fueld until the medium to longer term -- (5) The level of oil production in Australia until 2005 is unlikely to change the appropriateness or effectiveness of short term oil supply disruption arrangements -- (6) Oil production in australia is unlikely to decline in the near future. However, the Working Group recognises that an inescapable impact of an eventual decline in the nation's output will be change, including structural change to parts of Australia's energy industries -- (7) Whilst such changes may require some consideration in the longer term, the Working Group believes that for the forseeable future actions by Commonwealth, State or Territory Governments need not extend beyond maintaining a commitment to economic reform and ensuring that the policy framework at all levels of government provides for an efficient, dynamic and competitive energy sector.commend
