"The republic of Palau depends heavily on its marine resources for tourism, foreign fishing contracts, local markets and subsistence. Unfortunately, over-exploitation and other detrimental human activities have resulted in a downward trend for certain populations of fish and other marine life during the past two decades. To help address local resource management concerns, several Marine Protected Areas (MPA's) have been established throughout the Republic. These MPA's, which often protect important fish migration routes or spawning grounds, range from 1 sq km in Airai State to the 163 sq km Helen Reef in Hatohobei State. However, many MPAs suffer from poorly written legislation, weak compliance with regulations and/or inadequate enforcement. Palau is also in need of a system of protected areas with national biodiversity issues in mind"--P. 1.
