"Regional and local governments play a crucial role in regional development. They both constitute themselves as a key industrial sector, where employment and activities may have a significant impact on total regional activity figures, and they may engage in schemes and initiatives in order to support the industrial life in their region to atttract newcomers. Having legislative power, the state can attempt to influence the scope of action of local government units. The question is how, and to what extent, should the state influence local government. The state can act legislatively as well as economically, where transfer systems as well as tax regulations will be important aspects of the policy towards the local government sector. This book offers a broad range of analysis on the regional finance systems operating in various European countries. It focuses on the aims as well as the mechanisms, discussing outcomes as well as side-effects.
