- The shallow water around Macau had led to its steady decline for many years. This small flier shows that the authorities were aware of the problem and were attempting to provide the infrastructure which might lead to the re-establishment of a new commercial prosperity. However, the admission that the depth of water was at best 20 feet (less than 7 metres) at High Water, Spring Tide was a concession that any maritime development was difficult. There were few users of this new facility for many years.
