"Providers of relationship counselling over the last decade have consistently identified family violence as a major concern for clients. It was found that existing program structures and Federal and State funding arrangements were inadequate to meet new and emerging needs and best practice standards. In response to this identified need, the Commonwealth Government allocated $2.4 million in 1995 to fund two pilot projects within existing Commonwealth funded organisations to develop effective and appropriate responses to family violence."
