"In this paper, professions and professional organisations are broadly located within a state-welfarecapitalist system in a way that reflects a Neo-Aristotelian ethico-political perspective. This is done primarily by reference to the fact that the professional provides some public good or normatively warranted human need-satisfier, identified in Ethics, in a complex, distinctive, virtuous way (Oakley and Cocking 2000). Twenty marks of this professional way are canvassed and used to consider the case made by some practices aspiring to professional status, such as business in general (Solomon1993) and more particularly, Human Resources Management. By the measure of the 20 point account, despite claims to the contrary, business is not a profession and if marks 1-16 are essential, few of the many aspiring practices including HRM are professions. But many are close to qualifying and it may still be desirable that they be made or assisted, through social policy, to do so."
